2 Discussion How does the creation of the Department of Homeland Security affect resources traditionally designated for local criminal justice organizations? The Department of Homeland Security (DHS) was established after the 9/11 terrorist attack that left more than 2000 Americans and thousands more injured. The Department of Homeland Security was established to secure the country from the various security threats it faces within its borders such as terrorist attacks. The establishment of DHS involved the pulling together of resources from other government security agencies such as the secret service which created a void in the affected agencies. For instance, the secret service was under the U.S. Treasury and moved to the DHS, carrying along its funding and personnel and leaving the Treasury with a reduced capacity to investigate cases of financial crimes. The impact was also felt in other agencies that formed the DHS and this slightly affected the local criminal justice organizations with reduced funding and personnel. Are there too few resources to fight both terrorists and traditional criminals? The United States has enough resources to fight both terrorists and traditional criminals to keep America safe. The only problem that exists in the fight against terrorists and traditional criminals is the lack of effectiveness in sharing these resources due to bureaucracy and sibling rivalry between agencies. Budgetary funding to all the security agencies is enough to fight terrorists and traditional criminals.
3 Who should pay the burden for investigating, apprehending, prosecuting, convicting, sentencing, and incarcerating terrorists? The taxpayer should always pay for the burden of protecting and keeping America safe from terrorist attacks. The main source of government funding is taxes that are paid by all working Americans ( Linebach, & Kovacsiss, 2016) . The taxpayer money is used to fund the agencies/institutions that investigate, apprehend, prosecute, convict, sentence, and incarcerate terrorists. What are the due process protection questions in light of the creation of the Department of Homeland Security? The main question that arose in light of the creation of the DHS was whether terrorists who sought to harm, attack, and destroy America and her people should be accorded the same rights as ordinary American citizens. The issue of the bill of Rights as presented in the Geneva convection for suspected terrorists become and still is a hot topic when it comes to protecting America and its borders from terrorist attacks. Should these due process protections matter in the fight against terrorism? The question of due process protections for suspected terrorists should matter especially when it comes to the biggest democracy in the world. The United States believes in the rule of law, with everyone, citizen, and non-citizen accorded the Bill of rights under the Geneva convention guidelines. The United States being party to the United Nation is bid to these protections which allows everyone to be treated with dignity. Also, the U.S. Constitution allows everyone the opportunity to a due process of the law, regardless of the

4 crime they have completed. As a country guided by law, due process is important and should matter in the fight against terrorism. Integrate a Biblical worldview and analyze the topic of terrorism and security from a Christian perspective to support your discussion. As a Christian, I believe that all acts of terrorism are wrong and immoral in the eyes of God because they usually involve innocent people. Thus, I always support the government and its efforts to apprehend and bring terrorists to justice for what they have done. However, I believe following the law and due process while securing and dealing with terrorists is important to ensure fairness and justice for all. The book of Proverbs 28:5 says, “Evildoers do not understand what is right, but those who seek the Lord understand it fully.” ( New International Version Bible, 2011). As Christians, we must seek justice in the right way as that is what differentiates us from the wicked. Thus, if we accord terrorists the due process, we differentiate ourselves as justice seekers and not evil or avengers.
