3 Introduction The city of Bobsvill Oklahoma emergency operations plan that has been created to address all the major threats to the city. This manual will help all individuals who read this to understand the types of hazards that can affect the city and how to prepare for them. Due to the types of disasters that can happen in this city the plan will discuss ways to deal with and prepare against specific hazards that have a huge affect on the city of Bobsville. This manual will also go into detail ho how this type of plan is approved and implemented. This manual serves as an instruction guide and will explain the purpose, scope, and the assumptions of this emergency operations plan. This basic plan will consist of many annexes and that will help define all of the important roles of the agencies of this emergency operation plan. Many of the roles of this plan will help alleviate any confusion during an emergency and help decrease any possible hazard emergencies in the city. This plan meets all the standard requirements by the government for a proper and stable effective plan.

4 Approval and Implementation of the plan The implementation of this emergency operations plan of Bobsville Oklahoma is by the city officials and the mayor to maximize all the resources necessary. This plan is recommended and approved by the city officials and all emergency agencies to help against all disasters. The basic plan will be approved and implemented by policy and city officials. Appendices consist of all the necessary details and information and primary methods that are currently used by all emergency response services for disasters. The annexes of this plan will address all the functions used by all operation managers of this emergency operation plan. 6 Purpose The purpose of this plan is to properly implement the response and recovery system in place for the city of Bobsville Oklahoma. A) Properly organizing all the important roles of the emergency departments such as fire department and police department along with the government. B) label and state all hazard agreements with all the departments of management and the specific actions that need to be taken. C) List and discuss all types of hazards and the proper chain of commands for them. D) Listing of all resources for all the types of hazard threats. E) Providing a layout plan for the type of recovery needed for businesses and the government. F) Listing a proper outline of the communication system for all the local departments. G) listing all the necessary procedures for all the types of emergencies that can happen during an actual emergency. H) Provide all the necessary federal assistance needed for the city and country for all emergencies and aftermath.

7 Scope The emergency operations plan of Bobsville lists a complete framework of all the hazards and responses to these hazards by planning for many issues that can arise such a: 1) Issues with legal mandates of the EOP 2) Technical problems along with logistic issues that have not been solved yet 3) faulty equipment and improper training methods
8 The overview of the EOP plan This emergency plan for Bobsville Oklahoma states all the actions necessary to help reduce the number of hazards there are and help with its vulnerabilities. This plan helps people limit the damage and vulnerabilities to their property during or before a disaster hits. Bobsville is in Heartland Oklahoma and the city consists of 30 square city blocks ranging from 4.6 x 6.5 miles. The city itself is shaped like a rhombus with a main street from southwest to northeast of the axis. In the wintertime the general temperature in Bobsville is 40 degrees Fahrenheit and the temperature in the spring and fall season is65 degrees Fahrenheit. The highest point of the town reaches 68 feet above sea level and the creek in bobsville runs southwest into the lake Elise. The only thing in and out of bobsville is the one bridge that gesso over the creek which has some rapids for boating but that’s early spring. The overall population in Bobsville reaches 95 hundred people especially when school is not in session but then during the start of the annual school year the population goes down to 75 hundred people. Bobsville was ranked in the top places in the United States to live in and is also a friendly town to live in. Major traffic areas in Bobsville are the main streets with seven blocks long and seven blocks in width. All the streets in Bobsville after the downtown area consist of houses and homes which are 17 blocks total in length.
9 Hazard Analysis Summary There are many hazards that are currently going on in the city which can have a significant affect on the community. Many of these hazards have the potential to cause a lot of damage and casualties in the aftermath. In Bobsvilles past the town has had hazards happen where there have been many disruptions to the community and with the amount of damage happening to the town at that time some casualties have also occurred. Some of the hazards that can happen in Bobsville are: Droughts Earthquakes Plane crashes Epidemic Nuclear fallout Civil Disorder Floods Casualties Wild Bush fires Watercraft accidents that result in casualties Power failures, coastal storms, damage to the pipeline, Terrorist attacks and winter storms1

With many of these disasters the town will need help and assistance from outside resources to help with medical responses and donations of goods. The city of Bobsvile is fully aware of all the disasters that can impact the town and will be responsible for the actions taken to handle these disasters and help those in need.

13 Concepts of Operation In the city of Bobsviolle statute is solely responsible for the responsibility to make sure this plan is properly initiated and go in to affect. To protect all the in the city along with all property such as businesses and homes and even agricultural areas. If the disaster is more then the city can handle the government will have to seek outside help for more additional resources including state, federal and the country. There are 4 important phases of management that the city of Bobsville utilizes to implement a good emergency plan these phases are: 1) Mitigation : when it comes to the countries inspections with buildings the city uses specific codes to stop industries from impacting main residential areas in the town and put a stop to future construction. Educating all people of the public will help prevent future injuries and casualties from these future disasters. 2) Preparedness: through many of the current disasters can help recognize all the hazards in the area or country and help come up with a plan to handle these types of disasters. There are many city agencies that offer the proper training and guidance to help prepare for these disasters. In Bobsville there have been many programs offered to the residents that help prepare them for disasters by giving our printed materials for educational purposes. This training is given out by the emergency management agencies.
3) Responses: Is when a disaster hits the country or town, agencies are called to help offer their assistance to help mitigate the damage. These resources are by the Bobsville emergency operations center. 14 4) Recovery: In the event of a disaster the agencies will help the country or town get back on its feet cleaning up all the aftermath of the disaster but can take a few days to weeks depending on the type of disaster it is. The emergency agencies will assess all of the damage and see what needs to be done in order to get the town back into good shape. Depending on how bad the situation is federal air will be needed for assistance to rebuild. When it comes to Bobsville during a disaster the town is well equipped to handle any disasters that come its way. When the town’s capabilities have been exhausted the town will seek outside resources and help from local agencies. In the case of an emergency disaster does happen the commissioner of Bobsville will have to declare a state of emergency, this is due to state rules and regulations. The commissioner will assist all local agencies with helping to carry out tasks to help the affected areas. When disasters are to great help from the government will be needed to fix the aftermath of the disaster and this includes resources to citizens and cleaning up debris.

Each department has their own type of emergency respond duty that they follow in case of a disaster. For each department there is a special set of duties that must be done in case of a disaster. The city mayor: Has the responsibility to create policies that help coordinate with all local officials Carry out a specific set of tasks using proper resources of the state. Declaring state of emergency and looking for ways to deal with the disaster. Request the necessary help from the emergency management coordinator. Protection of public safety in the city: Assure all the protection for public buildings and facilities Delegate specific tasks during the disaster and gain the necessary control of the disaster.
