Verify Taxpayer Information To verify the information on a Form 13614-C you would first need to verify the taxpayers and any spouse/dependents identities. This can be done using photo ID’s and social security records. For scenario 8 Zoe Watson all the necessary boxes were checked, and they were all yes or no answers. To verify her answers, Zoe may need to provide proof of disability income through a W-2 or 1099-R form and her checked box for retirement income will need proof from a 1099-R too. Data Attached PDF Interview For a successful interview you will need a completed Form 13614-C from the taxpayer and go over all the information on it with the taxpayer. The first step is to verify the taxpayer's personal information. Identity conformation through photo ID’s, confirming SSN, residency status, address, blind/disability/student status, dependency status, and whether they requested an IP PIN. Next is to over marital status and confirm any dependents the taxpayer might have. Verifying birth dates and months dependents lived in the home are an important step as mistakes in dates could cause e-file rejections. For the next part of the interview documents such as W-2s, 1099, 1098 or 1095 forms and any necessary payment receipts will need to be present and reviewed by the volunteer preparer. Any unsure answers to part III, IV, and V need to be addressed to the taxpayer during the interview and answers changed to yes or no. The documents should be used to ensure that all the correct
boxes on the 13614-C form are marked accurately. The taxpayer may also need to provide a copy of last year's return to locate and confirm information. Quality Review Quality review is an important part of the process to make sure everything was done properly before filing the client's tax return. If returns are inaccurate that could mean repercussions to the taxpayer or preparer from the IRS for filing a false return. Quality reviews may be done by a designated quality reviewer or when not available peer-review from other volunteers is acceptable. Self-review for tax returns done on the VITA site is never an acceptable option, they must be reviewed by one of the previously listed parties. As with completing a tax return when quality reviewing a return due diligence must be practiced in ensuring that all the information on the return is correct to the reviewer's knowledge, and any information even seeming slightly off is responded with follow-up questions for the taxpayer. Specifically a quality review must include the following checklist items: ensuring the taxpayer’s and any spouse/dependent’s identities were verified through photo ID during the interview, both the preparer and the reviewer have the necessary qualifications to prepare/review the return and that is within the scope of the VITA program, all form 13614-C questions are answered with yes or no, all names, addresses, SSN’s, ITIN’s, EIN’s, filing status, eligible credits, deductions, dependency determinations, and income adjustments are all verified and correct. Additionally direct deposit account information is confirmed correct, all ACA provisions considered, SIDN is present and correct on the form, return types are correct, any errors found on the 13614-C form were discussed with the taxpayer and finally the taxpayer was informed that they are responsible for the information on their tax return.
