Crime Analysis and Data
Case Study: Rusty’s Last Chance
Rusty's Last Chance Saloon, a popular sports bar in Kansas, has faced numerous issues since its opening in 1999. The bar, previously known as Los Reyes,
was frequented by patrons engaging in drug dealing and shooting firearms into the air. The bar's history revealed environmental issues, such as a student-controlled environment and loosely enforced college drinking atmosphere, contributing to disorder coming from binge drinking, disorderly conduct of public inebriates, drug dealing, drunken driving, sexual assaults, and underage drinking. Problems not applicable included assaults motivated by racial, ethnic, sexual orientation, gambling, illegal discrimination, and prostitution. During the scanning and analysis phases they found out that Rusty's Last Chance Saloon, a popular sports bar in Kansas, attracts a diverse crowd, including bikers, college kids, and working-class individuals. Two deaths occurred at Los Reyes, and the bar eventually closed due to its strip club status. The SARA model was used to address the environmental issues, including the student-controlled environment, and loosely enforced college drinking atmosphere, which contributed to disorder. The analyst and crime prevention officer spent up to three weeks gathering information to address the problem. In 2004, Rusty's representatives met with a crime prevention officer and crime analyst to address issues at their bar. The analyst provided data and suggested actions to reduce criminal activity. Rusty's representatives agreed to implement recommendations, reducing enforcement and patrols to strengthen patron-police relationships. Rusty's bar experienced a significant decrease in activity after implementing changes, possibly due to customers patronizing another bar. The opening of a radio station-owned sports bar,
810 Sports Bar, further impacted the business. Despite these challenges, the relationship between Rusty's management and the police department improved. However, issues like jaywalking and parking problems persisted. Despite these challenges, Rusty's continued to attract customers, with the average customer being 21-25 years old and a three-to-one male-to-female ratio.
The role that the crime analyst did in using data gathered from the Rusty’s Last Chance Saloon problems were how they strategized different techniques to analyze the crime in and around the Rusty’s Last Chance Saloon and how police can
respond to it by analyzing patterns of incidents in and around the Rusty’s Last Chance Saloon and suggesting strategies to prevent future occurrences. During investigations the crime analysis developed a variety of intelligence to find, detect,
prevent, and respond to different criminal activities but also could initiate inquiries, conduct informational searches and act as the point of contact for all the information gathered. In the incident response the crime analysis plays the key role in how the response teams respond by providing then with data-driven insights to help them in developing a response strategy and even make informed decisions to prevent crime effectively.
The difference between the data set In the Rusty’s Last Chance Saloon and the data set I been working with is the Rusty’s Last Chance Saloon data focuses on crime in and around bars whereas my data focuses on Burglary crimes and other crimes within a city. Another difference is Rusty Last Chance Saloon focuses just on crime whereas my data focuses on all types of crime and arrest throughout the city. The similarities are they both work with numbers and even within a specific city.
I would not change anything about the crime analysis that was done on Rusty’s Last Chance Saloon. I think the information that was gathered was very precise and showed how relevance it was to determine the right strategies that were needed to prevent further and future crime from happening in and around these types of locations.

encountered the following internal control situations:

Don't they belong inside the coffee shop?" The employee returned

Bradford College FraudBradford College has several sites and employs hundreds of teaching staff. The college has recently discovered a serious fraud involving false billings for part-time teaching. The fraud involved two members of staff. Noel is a clerk in the payroll office who is responsible for processing payments to part-time teaching staff. Ruth is the Head of the Business Studies department at the college campus.
Part-time lecturers are required to complete a monthly claim form that lists the classes taught and the total hours claimed. These forms must be signed by their Head of Department, who sends all signed forms to Noel. Noel checks that the class codes on the claim forms are valid, that hours have been budgeted for those classes, and inputs the information into the college’s payroll package.
The college has a separate personnel department that is responsible for maintaining all personnel files. Additions to the payroll must be made by a supervisor in the personnel office.…

The following is an excerpt from a conversation between two sales clerks, Jean Moen and Sara Cheney. Jean and Sara are
employed by Turpin Meadows Electronics, a locally owned and operated electronics retail store
Jean: Did you hear the news?
Sara: What news?
Jean: Neal and Linda were both arrested this morning.
Sara: What? Arrested? You're putting me on!
Jean: No, really! The police arrested them first thing this morning. Put them in handcuffs, read them their rights-the
whole works. It was unreal!
Sara: What did they do?
Jean: Well, apparently they were filling out merchandise refund forms for fictitious customers and then taking the cash.
Sara: I guess I never thought of that. How did they catch them?
Jean: The store manager noticed that returns were twice that of last year and seemed to be increasing. When he
confronted Neal, he became flustered and admitted to taking the cash, apparently more than $9,000 in just three
months. They're going over the last six months' transactions to…

Internal Controls
An employee of JHT Co., a private trucking company, was responsible for resolving roadway accident claims under $25,000. The employee created fake accident claims and wrote settlement checks between $5,000 and $25,000 to friends or acquaintances acting as phony “victims.” One friend recruited subordinates at his place of business to cash some of the checks. In addition, the JHT employee also recruited lawyers, who he paid to represent both the trucking company and the fake victims in the bogus accident settlements. When the lawyers cashed the checks, they allegedly split the money with the corrupt JHT employee. This fraud went undetected for two years.
Please answer the following question:
What control procedures should be changed to prevent such fraud?
