1. First of all, Panama has a strategic location between the two oceans. Secondly its geography is so nice that it has lakes and big valleys among the oceans. The lake and the valleys allowed engineers to build pathways to both oceans.
2. The engineers created an artificial lake in one of the valleys. This artificial lake is called Gatún and they connected it to the natural lake called Miraflores.
3. The lakes are at a higher level than the oceans. So, the locks elevate the boats to the lakes and then the locks bring the boats down to the other ocean.
4. The government of Panama administers the Canal.
