Poverty is the result of inequitable distribution of resources and regional conflicts that terrorize populations and create refugees. The United Nations created seventeen poverty reducing policies, but they need nations to work together to be effective. This cooperation is difficult to secure, so these policies are not working well. This recalcitrance makes it difficult to know if social policy can solve poverty, but on paper they seem to be a good strategy. If resources were effectively distributed, poverty would be dramatically reduced, but those who control access to resources often do not want to share them with members of out-groups.
