If most members of a society expect men to tip their caps to passing women, a man who does not tip his cap would be deviant. This concept is a little slippery because norms and values vary among cultures and subcultures, making the definition of deviance vary as well. For example, a 90 year old competitive skateboarder would be deviant from the expected behavior for that demographic.
