Explanation of Solution

The judicial power of Country U is placed in one Supreme Court and remaining courts (district court and appeal courts) are established by congress.

Districts courts are established to serve districts that are located in a particular state. Each district will be presided over by single judge.

Courts of appeals are the next level in the central system. They primarily hear appeals from lower courts (district) and review the decisions of tax court and administrative agencies.

Supreme Court is the highest national tribunal consisting of eight associate judges and one chief justice. It primarily reviews the cases of federal courts of appeals.

Special courts are the country U court of federal claims. These courts hear claims against Country U.

State courts: Each state and district of C has its own independent court systems with its selected judges.  This includes inferior trail courts, trail courts, special courts and appellate courts.
