When a current start to flow on loop a, changing magnetic field is created to upward direction. According to the Lenz law due to this changing magnetic field a current is induced in loop b. This current is induced in a way that resulting magnetic field due to this current opposes the magnetic field produced by loop a. Therefore, the current that flows on loop b will be the opposite direction to the current flows on loop a. Currents flows in opposite directions producing a magnetic force downwards.
