A theory is a systematic explanation for observations that relate to a part of life. Research is the data gained through observation. The way the relationship is established is important. For example, a public policy theory cannot be evaluated unless there is agreement on the criteria by which it will be measured. Once this agreement has been made, research to gather data will either support or refute the theory.
