The factors that control the dryness of an area are annual precipitation and the evaporation rate. Evaporation rate closely depends on the temperature in the area. When the temperature increases, rate of evaporation also increases and when the temperature decreases, the rate of evaporation also decreases.
In Albuquerque, the temperature is high and it leads to high rate of evaporation and as a result the area becomes a desert. In Russia, near the Arctic Circle, the temperature is less and hence the evaporation rate is also lower. It makes the area humid.
