When the temperature increases, the rate of evaporation also increases. When the temperature decreases, the rate of evaporation also decreases.

In Albuquerque, the temperature is high and it leads to a high rate of evaporation. As a result, the area becomes a desert. In Russia, near the Arctic Circle, the temperature is less; hence, the evaporation rate is also lower. Thus, it makes the area humid.
