They don't prevent people who smoke from smoking in personal spaces (car, home, etc.) or with friends, but they do protect people who haven't consented to the risk of secondhand smoke from being exposed to it in public-use indoor spaces, like businesses, schools, and public transportation. It also makes exceptions for the use of smoke in Native American ceremonies. However, since the nicotine found in cigarettes and vapes is highly addictive and can lead to withdrawal symptoms that can interfere with daily life. I do think that more accommodations need to be made for people who smoke to make the law easier to comply with. If they can't smoke inside in public spaces during one of our harsh Minnesota winters, then there should be more sheltered outdoor spaces - possibly with heating, similar to Metro Transit sheltered stops - for people who smoke to go to in order to quell their symptoms.
