As the cold, dense molecular clouds are concentrated in a narrow layer near the midplane of the galactic disk, the white color in the middle represents the brightest radio emission.
As we see away from the midplane, there is less concentration of molecular clouds. So, the black/dark blue color represents the lowest levels of brightness.
