In order to improve the Navy study of low-performers, I would redesign it so that it had more members on more than one ship. Sailors close to the end of their service time would be excluded from this study and perhaps placed in one to evaluate re-enlistment programs instead. The sailors could be offered an incentive to participate in the study, being careful not to make the incentive contingent on positive results of the study. Sailors with a significant chance of being discharged for misconduct should be identified and enrolled in a different program, so that this study could focus on low-performers who want to improve, rather than those looking for discharge.
