Studies show that affordable housing is a big factor considered by people thinking about starting a family. Detroit could make sure that new housing and other amenities are available in order to attract young people to move into the city and provide a larger tax base. School boards and administrators track which neighborhoods are on the upswing in terms of population, and can focus efforts to refurbish or establish schools nearby. The local fertility rate would also help determine the need for schools going forward.
