Would giving the president authority to require a yes or no vote on legislation by congress violate the sacred principle of separation of powers in the USA?

Separation of power means that each organ will be doing their independently and no one organ will interfere in the work of other organs. All the three organs are assigned separate tasks and they should be concerned with only that. Political scientist Montesquieu propounded this theory.
