Why does the operation of a solid waste landfill create significant reporting concerns for many local governments?
Most of our waste is toxic. Many of the solid waste contains dangerous substances such as volatile organic compounds (VOCs), polychlorinated biphenyls (PCBs), heavy metals, radioactive materials, and pharmaceuticals.
The landfill will leak definitely someday. Many landfills use a plastic liner under its buried waste. But plastic liner underneath landfills may deteriorate with time. Also, clay or compacted soil liners become more and more porous with time.
Thus, rain and snowmelt that fall upon the landfill are contaminated by the solid waste. They will pass through deteriorated liner or porous liner into the soil and groundwater. The liner underneath landfill once starts leaking, it cannot be repair.
