Why are unemployed people/those in poverty less likely to have access?
In most of the systems in this world, the one who posses or controls the means of production has an upper hand and has access to all the services and privileges. The poor people mostly get low-quality education and services and they also do not get enough opportunities in the job sector. These circumstances make them restricted into low-income jobs and this cycle continues and people become trapped in poverty. Only a justiciable government with effective measures can change this system. But unfortunately, most of the government systems in this world are under the control of affluent people, who do not want to change the status quo.
