Expert Solution
Step 1 Articles of Confederation

The united states constitution created a republic that lasted well over 200 years  but it was not the first  national government of USA that credit goes to the " Articles of Confederation "  without which constitution of America might not exist today . The Article of confederation were the first government documents. It contained the term , agree by the 13 new states, by which they agree to principle in a centralized form  government.  Under the Article of confederation each  the state of US  retained their sovereignty, freedom and independence. The six draft of the Articles of the confederation were prepared before they were adopted by Congress on November 15, 1777. The Article of Confederation were effective from March 1, 1781, to March 4. 1789 ( for short period of time ) and were the basis of the international government of the US during the American Revolutionary War. The Article of confederation were replaced by the US constitution that went into effect in 1789. The Article of confederation served as the written document that establish the functions of the national government of the national government of the united states after it declared independence from Great Britain.   The determination of the new states not to be dominated by another form of executive power - including congress which had become the National Government - led to many problems and issues due to their limited powers. The representatives of the 13 states agreed to create a confederacy called United States of America providing each state maintained it's own sovereignty and all rights to govern , except those rights specifically granted to congress. Government under Article of confederation was made even more difficult as any important decision had to be approved by 9 and the  13 states delaying some important and critical measures.

"Article of confederation " led to some significant achievements for example it was the first constitution of USA , it gave congress the power to deal with foreign affairs with the authority to declare war and peace, it gave congress power to manage Native Indian affairs . coin money establishment , a postal service was establish and etc

Whereas due to weakness and defeat of Article of confederation make impossible for congress to form a strong government  and which resulted some drawbacks like  There was one vote per state, regardless of it's size . there was no national army or navy, there was no system of national courts etc

After that era their was time when first congress under the constitution duly met on March 4,1789 and George Washington was elected as the first president of the US.
