Oxygen is found at high concentration in surface water due to two reson..
1) the surface water is directly attached with air where much amount of oxygen present.
2) In surface water the oxygen is produced from water by phytoplankton by the process of photosynthesis .
Hence the concentration of oxygen in surface water is high.
But as the depth of water level increases the concentration of oxygen decreases this is due to very low solubility of oxygen , as oxygen is nonpolar neutral species .
But carbon dioxide is acidic and water can act as base by donating lone pair , hence carbon dioxide soluble in water.
