IR spectroscopy is a technique which is used to determine the actual structure of a compound. It helps in the detection of a functional group in any compound. It measures the vibrations of a molecule in the infrared region. The vibrations can be symmetric or asymmetric.

A molecule is IR active when the net dipole moment of a molecule is non-zero while it is IR inactive when the net dipole moment of a molecule is zero.

In CS, there is some electronegativity difference in between the C and S atoms. So, there is a permanent dipole moment in the CS stretching. Therefore, the CS stretch will give rise to infrared absorption in the spectrum.

In C-C, there is no electronegativity difference in between the two C atoms. So, there is no dipole moment in the C-C stretching of ethylene. Therefore, the C-C stretch will not give rise to infrared absorption in the spectrum.
