EDTA stands for ethylene diamine tetracetic acid. It is a hexadentate ligand having two- N and four -O donor center.

All these metals ions belongs to 4d transition elements. They are all in +2 oxidation states according to question.

Y is considered as a rare earth element which stays in +3 oxidation state. So, Y2+ cannot form stable complex with EDTA.

In the same way Mo also forms complex with EDTA in +3 oxidation states.

Nb in +4 oxidation state forms complexes with EDTA. 

So Y, Nb, Mo do not form stable complex with EDTA in +2 oxidation states.
