neutral axis?
The neutral axis passes through the fiber of the beam with zero bending stress. When the beam is subjected to a bending moment its fibers experience normal stresses. Nature is stress is such that the top fiber reduces in length and the bottommost fiber elongates in case of sagging, while in case of hogging the topmost fiber elongates and bottommost fiber reduces in length. In both cases, the normal stresses vary from tensile to compressive from topmost fiber to the bottom-most fiber and vice-versa, and there exists a fiber in between with no normal stress known as the neutral axis.
