Remember that information is always about something. When you deal with statistical numbers, the numbers always represent some sort of measurement: numbers of objects, weights of suitcases, levels of sodium, pitch ranges in Italian opera, and so on.
These summaries of statistical information can be used in two ways: to generalize about observed facts and to draw conclusions about unobserved facts based on observed samples. The first activity is called descriptive statistics; the second, argumentative statistics. You use the first when you want to summarize information gleaned from observations. You use the second when you want to extrapolate from those generalizations to make predictions about unobserved things of the same sort as the observed ones.
