therefore the dilution formula is given by 

                                                                       M1V= M2V2 

 Where,   

   M1 = 15 M of HCl stock solution

   V= X L Volume of stock solution of HCl

  M2 = 3 M of HCl solution 

  V2 = 0.25 L of HCl solution
