Check to see whether the KMS activation threshold has been fulfilled. Run Slmgr.vbs and use the /dli command-line option to get the host's current count on the KMS host machine.

Windows 7 client computers cannot be enabled until the KMS host has accumulated 25 client machines. KMS clients for Windows Server 2008 R2 must have a KMS count of 5 in order to be activated.
