Negative logarithm of His called pH, to know the acidity of dilute solutions pH is introduced.

pH = - log[H+]. 

Where [HCl] = [H+] = 0.001M

Since HCl is strong acid hence it can dissociate completely. 

Therefore 

    pH = - log[0.001]

           = -(-3) 

           = 3
