Illinois Juvenile Court Act was the first legislation that was passed in the year 1899. The first Juvenile Court in the United States was established as well during the same year. The period between 1899 and 1967 was considered the period of reform in the manner in which courts dealt with cases related children and youth who were in conflict with the law. This was considered as an important milestone in the Juvenile Justice system in the country. Two social workers Julia Lathrop and Lucy Flower were instrumental in bring forward this change in the system.
