Titrant Ce4+ is a oxidising agent and it oxidise As3to As5+ oxidation state i.e. Change in oxidation state of 2 so n-factor for arsenic acid is 2. While Ce4+ goes to Ce3+ i.e. change in oxidation state of 1, so n-factor for cerium is 1.
