The magnitude of the electric field due to the infinite plane sheet is given by

E=σ2ε

In the region outside the two plates in the left, the electric field due to the +ve plane sheet is directed towards left (red arrow) and that due to the negative plane sheet is directed towards the right. Since the two fields are equal in magnitude and opposite in the directions, the resultant field at this regions will be zero. 

Similarly, outside the plates, in the right region, the electric field due to the positive plate is directed towards right (red arrow) and that due to the negative plate is directed towards left (blue arrow).
