Tides occur due to gravitational pull of sun and moon on earth. In question, it is given that moon is at position W or Y, which makes right angle with sun. The tides, which occur at this position, are called neap tide. The gravitational pull of sun is slightly cancelled by the gravitational pull of moon, causing net gravitational pull of sun and moon together less than average. Thus,at this position (neap tide), the high tide will be lower than the average while the low tide will be higher than the average, i.e. tides will be weaker than the average.
