This essentially means that as the object approaches near the star it needs to cover lesser distance on its orbit, therefore attains a greater speed. Whereas, as the object moves away from the star, it requires to cover a greater distance, therefore has a slower speed. The time period being fixed, as the area varies, hence the speed varies.
