"Positive reinforcement increases the frequency of a behavior and negative reinforcement decreases it." Is that statement true?

Learning is a change in behavior or knowledge, that can be permanent or temporary. Various theorists have provided their techniques of learning, and they are- classical conditioning, operant conditioning, observational learning, etc.
Operant conditioning claims that a behavior can be strengthened or weakened by either rewarding the subject or punishing the subject. The rewards are considered as reinforcers. Reinforcement can be of two type: positive or negative.
In positive reinforcement, a reward (pleasant stimuli) is given to the subject to increase the likelihood of the behavior. For eg, giving the rat a food pellet each time he completes the maze.
In negative reinforcement, an unpleasant stimulus is removed to increase the likelihood of the behavior. For eg, removing food pellet from rat's compartment till he finishes the maze.
