planned to select 5 food chains per size
classification. but the transportation cost is
high since the selected food chains are
scattered in NYC. Hence, the govenment
decided to change the sampling design by
dividing NYC by streets and randomly
selecting a sample of streets. Within each
selected streets, the government then
applied the initial plan of randomly selecting
food chains by size.
