On the contrary to the idea of lobbyist is that of the reformers. Reformers are those who are strictly against the government in power, and strike to bring a radical change with their ideas and approaches. The reformers may or may not operate keeping legislations in framework, but any kind of reform which is directed against the government functioning/operating is what defines a reformer.
