For this very reason these lobbyist try to for groups and influence people with their ideologies and practices they put in to action or would like to put into action. They operate within the legal framework and also in a democracy it is the right of every individual to keep and share his/her ideas.
On the contrary to the idea of lobbyist is that of the reformers. Reformers are those who are strictly against the government in power, and strike to bring a radical change with their ideas and approaches. The reformers may or may not operate keeping legislations in framework, but any kind of reform which is directed against the government functioning/operating is what defines a reformer.
