No the JK flip-flop is not working properly
a) When J=1; K=1 , the FF is in toggle state. So the output toggles between 0 and 1 during every rising edge of the clock
b) When J=1; K=0 , the FF is in set state. So the output of the FF stays at 1
c) When J=0; K=0 , the FF is in no change state. So the output of the FF must have remained at its initial value which is 0 in this case. Rather the output is getting set.
d) When J=0; K=1 , the FF is in reset state. The output of the FF is supposed to stay at 0 but it toggles between 1 and 0
