In 1998 Congress and President Clinton signed the Defense of Marriage Act into law. This law stated marriage legal when it was between one man and one woman. Other forms of marriage were not legal. Similarly, the same year Iowa passed the defense of Marriage Act into state code. In December of 2008 the Iowa Supreme Court heard oral arguments challenging the constitutionality of the law. In April 2009 the Iowa Supreme Court unanimously agreed the law was unconstitutional. In March of 2013 the same outcome occurred at the US Supreme Court. By striking down a law, technically, law is not created. When these laws were struck down, Iowa Code and U.S. law reverted to the definition of marriage prior to 1998. Does this lack of definition still serve as an example of inequality?
