Federalism is a concept of mixed form of government functioning where the powers are not a dominant trait of the center only but are practiced on a division basis between center and states, and even in some nations between center, state and local governments.
The concept of federalism is a two-fold concept:
1. Coming together federalism. and
2. Holding together federalism.
Former being practiced in the USA and even primarily first implemented in the USA in the period of 1789.
