An organization's human resources should be geared toward implementing its strategy and realizing its vision. Therefore, human resources management is concerned with acquiring the right set of people and enabling them to excel in their current role while priming them for expected future role enhancements. A forward-looking strategy with respect to the development of human resources is beneficial in building a well-prepared employee base for the company.

It is a fundamental principle in management that efficiencies can be achieved only by measuring the actual performance and comparing it with predetermined standards. This monitoring allows gaps or deficiencies to be accurately determined and remedial steps, such as training, mentoring, and counseling, to be initiated. The organizational framework within which this function is carried out is called the performance management system or informally the appraisal system.

For a performance management system to be successful, the following steps are necessary:

1. The managers should be informed of the need for such a system. The benefits of the system should be communicated to the managers and the need to implement it fully should be underlined.

2. Standards for measurement should be spelled out to be clear, objective, and applied consistently. The performance management system gets its credibility only from the set of standards that is used.

3. Measurement of performance should be combined with appropriate feedback process. Thus, timely and positive feedback should be provided when the actual performance is measured and evaluated.
