Construct a 95% confidence interval for the standard deviation in Grant's wait time.

b. Grant is very upset about the variation in the amount of time he has had to wait. He believes that the clinic's claim regarding the population standard deviation is wrong. Given your answer in part a, do you agree with Grant?
