Balanced chemical reaction between C8H18 and O2 is given by :

2C8H18  +  24O2→16CO2  +  18H2O

As per the balanced chemical equation, 

2 moles of C8H18 combines with 24 moles of O2.

Hence, 1 mole of C8H18 will combine with 12 moles of O2.

Therefore 4.000 moles of C8H18  will combine with 4.0000×12.001.000 mol of O2

Hence, 4.000 moles of C8H18 will need 48.00 moles of O2..

But we have only 4.000 moles of O2 in our reaction mixture.
