The green light is on (G=1) when the counter is at states: 0, 1, 2 and 3 and it is off (G=0) otherwise The yellow light is on (Y=1) when the counter is at state 4 and it is off (Y=0) otherwise
The red light is on (R=1) when the counter is at states: 5, 6, and 7 and it is off (R=0) otherwise. Note that the circuit has no input.
