Introduction

Federalism is a mixed  form of government in which powers are divided between two levels of government of equal status.  It comprises a general government (the central  government) with regional governments (provincial or state) in a single political system. Its was first embodied in the United States Constitution of 1789, as a relationship of parity between the two levels of government established.
