Customs Trade Partnership Against Terrorism (CTPAT) is but one layer of the complex cargo enforcement strategy used by U.S. Customs and Border Protection (CBP). Through this programme, CBP collaborates with the business community to bolster global supply chains and enhance border security in the United States. CTPAT is a voluntary public-private partnership initiative that acknowledges that the key players in the global supply chain, including importers, carriers, consolidators, licenced customs brokers, and manufacturers, can only work closely together to ensure the greatest degree of cargo security. A legal basis for the CTPAT programme was created by the Security and Accountability for Every Port Act of 2006, which also imposed stringent guidelines for programme oversight.
