Let, m1, m2 are the masses of object A and object B respectively, also consider acceleration of the two body system is a.

Then, net force, Fa = (m1+m2)a

Again, according to figure (a) Fais acting on object A and so the object B pushes object A with force 21.0 N. then the reaction force 21 N is the reason for acceleration of object B.

Again, according to figure (b) Fa is acting on object B and so the object A pushes object B with force 13.0 N. then the reaction force 13 N is the reason for acceleration of object A.

Also total combined mass of two object is 12 kg.
