Both department and ministry plays important role in the making and development of society. Both are two systems in democracy. But there is a significant level of differences. These differences may vary from place to place and country to country. In general, these differences may indicate the strength of democracy. Departmental secretaries have a wide range of jobs like arranging schedules for the head of states and looking and correcting framing laws etc.
