Momentum of an object is defined as the product of it's mass and velocity , that is  , p=mv . Thus if an object is at rest , the momentum of the object will be zero .

 

For the car parked is at rest thus , the momentum of the car will be zero . The sleeping horse is also at rest , the velocity of the horse is zero , thus the momentum will also be zero.

 

In the case of the turtle and the car moving down the hill , as both of them are moving with a velocity , the momentum which is the product of their mass and velocity ,will be a known zero value .
