H = 1s1 = required 1 electron to complete 1s orbital, thus can form 1 bond.
O = 1s2 2s2 2p4 = required 2 electrons to complete octet in valence shell 2, thus can form 2 bonds.
N = 1s2 2s2 2p3 = required 3 electrons to complete octet in valence shell 2, thus can form 3 bonds.
C = 1s2 2s2 2p2 = required 4 electrons to complete octet in valence shell 2, thus can form 4 bonds.
