a) 

When the light from lamps enters the plastic sheet along its edges, it gets total internally reflected by the front and back faces of the plastic from the interface between plastic sheet and air.  If the refractive index of grease is in between the value 1.55 and 1, some of the light will leave the plastic into grease and then it will travel from grease to air. 

As the surface of the grease is rough, grease will send out the lights in every possible direction and the people will see that the grease is shining against the black background.

Step 2

b)

Here the spot light method is much less efficient. Because the blackboard is a black body which will absorb more energy as it is a good absorber of light. So much energy will be wasted than the 2nd process. This is why the sign at the second restaurant may use less energy from the electric company than the illuminated blackboard at the first restaurant.
